Procurement of Holmium: YAG Medical Laser 100 - 130 Watt for Federal Government Polyclinic (PGMI)-II Islamabad

The Infrastructure Development Authority of the Punjab (IDAP) invites sealed bids through EPADS v2.0 for the procurement of Holmium: YAG Medical Laser 100 - 130 Watt (Package No 20, Lot-C) on DDP basis for the establishment of Federal Government Polyclinic (PGMI)-II at G-11/3, Islamabad. Items being procured: - Holmium: YAG Medical Laser 100 - 130 Watt (Quantity: 2 units) - Accessories including laser fiber stripper and cutter (Qty 10 per unit), laser safety glasses (Qty 3 per unit), online UPS with 10 min backup (per unit), footswitch (per unit), reusable laser fibers of various optical core sizes (Qty 5 of each type per unit), protective case/cover for laser machine (per unit). The equipment must have an average power of 100 to 130 watts, Ho:YAG laser source with 2.1 micron wavelength, energy per pulse 2-4.5 joules or better, frequency up to 60 Hz, green diode aiming beam, 8 inch or better display, touch screen or tap button interface, integrated cooling system, and footswitch activation. The offered model must have FDA 510K Listing or CE/MDR certification from recognized notified bodies. The country of manufacture should be USA, Europe, or Japan. The contract includes supply, installation, commissioning, and maintenance. Warranty includes a 1-year guarantee period plus a post-warranty service contract for 5 years including parts, consumables, and technical support. Bidders must separately quote the price for the annual comprehensive service contract for the post-warranty period. Eligibility criteria include valid registration with SECP or Registrar of Firms, NTN, tax registration, affidavit of no non-performance or blacklisting, and manufacturer authorization. Bidders must be registered on EPADS v2.0 and submit bids online by 20th October 2026 at 15:00 hours. Technical bids will be opened the same day at 15:30 hours at IDAP Lahore. Bids must be accompanied by bid security of Rs. 1,600,000 in the form of pay order, bank guarantee, or CDR. Performance guarantee of 10% of contract price will be required from the successful bidder. The procurement will be evaluated on Least Cost Based Selection (LCBS) basis. Bidders are advised to carefully review the detailed bidding documents and comply with all requirements. Manual bids will not be accepted. A practical tip for bidders: Ensure timely submission of original bid security to the IDAP Lahore office before the deadline, as failure to do so will result in disqualification. Also, register early on EPADS v2.0 to avoid last-minute technical issues.
