Procurement of ICU Ventilator for Sindh Institute of Cardiovascular Diseases Karachi

The Sindh Institute of Cardiovascular Diseases (SICVD) Karachi invites bids for the procurement of ICU Ventilators to be supplied to its network hospitals across Sindh including Sukkur, Larkana, Nawabshah, TMK, Hyderabad, Sehwan, Mithi, Khairpur, Lyari, and Baldia. This procurement is conducted under the Single Stage Two Envelope procedure as per Sindh Public Procurement Rules, 2010 (as amended). Items being procured: - ICU Ventilator units with microprocessor controlled technology and portability trolley - LCD/TFT/LED touch screen 12"-15" or better - Ventilation modes including Volume Targeted Pressure Control, Biphasic Ventilation, SIMV, APRV, Spontaneous/CPAP, and Smart Mode - Non-Invasive Ventilation and High Flow Oxygen Therapy - Built-in turbine with 50,000 hour life or more - Built-in nebulizer and low oxygen flow operation - Advanced graphical lung mechanism visualization - Operator adjustable alarms including low/high minute volume, pressure, tidal volume, apnea rate, oxygen concentration, disconnection, loss of PEEP, exhalation obstruction, flow sensor, power and gas supply alarms - Power supply up to 240 V AC with backup batteries for at least 3 hours including hot swap battery option - Accessories including test lungs for adult and pediatric, consumables for 5 adult and 5 pediatric patients, and mobile cart The technical scope requires delivery of new, unused ventilators with comprehensive 5-year warranty including battery pack. The equipment must be upgradeable for hardware/software without cost and include original accessories and starter kits. The supplier must provide international technical/application training for one biomedical engineer at the manufacturer site and submit a valid Manufacturer's Authorization Form. The ventilators must comply with FDA 510k and CE/MHLW/JIS certifications and originate from USA, UK, Japan, European Union or equivalent. Eligibility criteria include minimum 25 installations of quoted model in last 2 years, 6 supply orders from government or reputable healthcare institutes, workshop facility with spare parts, and at least 10 years in healthcare business. Bidders must be registered on EPADS SPPRA portal and submit bid security of Rs. 2,500,000 and performance security of 5% of awarded amount. Bids must be submitted electronically via EPADS only by 15th September 2026 at 11:30 AM. Technical bids will be opened on the same day at 12:00 PM at SICVD Head Office Karachi. Late or incomplete bids will be rejected. The contract period is one year with possible extension. Delivery schedule varies from 30 days for local stock items to 90 days for imported items with a 10-day grace period. Liquidated damages of 0.5% per week up to 10% of contract value apply for delays. A practical tip for bidders: Ensure all mandatory documents including technical specifications, catalogues, manufacturer authorization, and bid security are complete and uploaded correctly on EPADS to avoid disqualification. Early registration on EPADS and thorough compliance with technical and financial bid requirements will improve chances of success.
