Procurement and Implementation of Privileged Access Management (PAM) Solution (300 Licenses) for 3 Years

Pakistan Revenue Automation Pvt Limited (PRAL) Islamabad invites bids for the procurement and implementation of a comprehensive Privileged Access Management (PAM) solution covering 300 licenses with support and maintenance for 3 years. This procurement includes license delivery and activation, professional services for implementation, installation, configuration, and training, as well as annual subscription with support and maintenance for the 2nd and 3rd years. Items being procured: - License delivery and activation with comprehensive support and maintenance for 1 year (300 licenses) - Professional services including implementation, installation, configuration, and training (1 job) - Annual subscription with support and maintenance for 300 users for 2nd year (1 job) - Annual subscription with support and maintenance for 300 users for 3rd year (1 job) The PAM solution must securely manage privileged accounts across critical applications, systems, databases, network devices, firewalls, and other IT infrastructure. It should integrate with heterogeneous IT environments including third-party products and support all types of operating systems, networks, databases, web and thick applications, and security appliances. The solution must be installed on-premise, support user-based licensing with multiple concurrent sessions, and be configured for high availability at two production sites. Eligibility criteria include a registered entity in Pakistan with at least 5 years in business, active taxpayer status, minimum 3 years experience providing PAM solutions, at least 3 implementations in Pakistan including one in the banking sector, audited revenue of at least Rs. 50 million over 3 years, and direct partnership with the principal supplier. Bidders must provide expert-level technical resources and comply 100% with technical requirements. Bids must be submitted electronically via EPADS v2.0 by Tuesday, October 20, 2026 at 03:00 PM. Bid security of Rs. 1,512,000 in the form of Pay Order is required. Manual bids will not be accepted. Technical bids will be opened the same day at 03:30 PM on EPADS. The procurement will follow Single Stage Two Envelope procedure with Least Cost Based Selection (LCBS).
