Tender Description
The Supply Chain Management Directorate of Heavy Industries Taxila (HIT), located in Taxila Cantt, Punjab, Pakistan, is procuring various industrial and specialty gases through an open framework agreement for a period of two years. This procurement includes gases such as Acetylene Dry, Oxygen, Halotron-l, Nitrogen, Freon Gas F-22, Freon Gas F-12, and Halon Gas with specified quantities and delivery on an as-required basis. The cylinders for Halon gas will be provided by the Technical Maintenance Factory (TMF) for filling. The procurement is governed by PPRA and Ministry of Defence Production rules, ensuring transparency and compliance with national standards.
The technical scope involves supply, collection, and delivery of filled gas cylinders to TMF, HIT Taxila. The estimated annual quantities are detailed in the schedule of requirements, and firms must quote per unit prices accordingly. The contract includes provisions for price adjustments after one year, subject to approval by a price adjustment board. Bidders must submit technical and financial proposals in separate sealed envelopes, accompanied by a bid security in the form of a Call Deposit Receipt, Bank Draft, or Pay Order. The technical bid must include detailed documentation such as registration certificates, audit reports, bank statements, CNIC copies, and a judicial affidavit confirming the firm is not blacklisted.
Eligibility criteria require firms to be registered with HIT or provide necessary documentation for provisional pre-qualification. Firms must be NTN registered and comply with FBR/ATL requirements. Experience with government or semi-government organizations over the last three financial years is essential. The tender opening and submission deadline is 04 May 2026 at 10:30 AM, with bid opening at 11:00 AM on the same day at the Supply Chain Management Directorate, HIT Taxila. Bidders are advised to ensure timely submission at Gate No 5, HIT Taxila, and to include a postal order of Rs 2000 with the technical bid.
A practical tip for bidders is to carefully prepare the technical proposal with all mandatory documents and ensure the bid security amount is correct and enclosed as per instructions. Failure to comply with these requirements may lead to rejection. Additionally, attending the bid opening with an authorized representative familiar with the bid content is recommended to verify the information read out during the process. This tender offers a significant opportunity for suppliers specializing in industrial gases to engage with a prestigious government entity under clear and structured procurement guidelines.
