Procurement and Installation of Fire Hydrant Systems at CPO Building G-11/1 & PLHQ Building H-8/2

The National Highways & Motorway Police (NHMP) Islamabad invites sealed bids through the e-Pak Acquisition and Disposal System (EPADS v2.0) for the procurement and installation of Fire Hydrant Systems at two key locations: the Central Police Office (CPO) Building G-11/1 and the PLHQ Building H-8/2, both situated in Islamabad Capital Territory. This procurement is planned for the financial year 2026-27 under contract reference P110332. Items being procured: - Fire Hydrants along with accessories for CPO Building G-11/1 including pipes of various diameters (2-1/2'', 3'', 4''), fire hose pipes with cabinets, PPE cabinets with fire safety accessories, breaching inlets, monoblock pump (3 hp), and complete fittings with gate valves and epoxy coating. - Fire Hydrants along with accessories for PLHQ Building H-8/2 including pipes of various diameters (2-1/2'', 3'', 4''), fire hose pipes with cabinets, PPE cabinets with fire safety accessories, breaching inlets, pump (350 GPM), and complete fittings with gate valves and epoxy coating. The technical scope includes supply and installation of fire hydrant systems conforming to NPFA standards, with all materials such as mild steel schedule 40 seamless pipes, fire hose pipes, PPE cabinets with specified accessories, pumps, and fittings. The delivery schedule requires completion within 45 days after signing the agreement. Eligibility criteria require bidders to be registered with PEC for fire prevention and protection systems, have relevant experience supported by valid work orders, and meet financial turnover and tax return requirements. Bid security or bid securing declaration is mandatory. The procurement will follow the Least Cost Based Selection (LCBS) method under a National Single Stage-Two Envelope procedure. Bids must be submitted electronically via EPADS v2.0 by Thursday, October 1, 2026, at 11:00 AM, with bid opening at 12:00 PM the same day.
