Tender Description
The Federal Board of Revenue (FBR) invites bids for the procurement and installation of DG Sets and allied components for Digital Enforcement Stations (DES) at Indus Sites, Phase-I, covering 10 DES sites. This procurement is part of the Pakistan Raises Revenue Program (PRRP) and involves three lots with specific site locations.
Items being procured:
- Lot 1: DG Sets & Allied Components, including Installation, Testing and Commissioning at DIK-Hakla Motorway M-14 (CPEC), Kalabagh Bridge, Jinnah Bridge, Chashma Barrage (4 sites)
- Lot 2: DG Sets & Allied Components, including Installation, Testing and Commissioning at Guddu Barrage, Kotri Bridge (2 sites)
- Lot 3: DG Sets & Allied Components, including Installation, Testing and Commissioning at Sehwan (Aral Bridge), Sehwan Bhan Saeed Abad, Khurkera, HUB (Mygarhi or Chleghezi Cut) (4 sites)
The scope includes supply, installation, testing, and commissioning of DG sets and allied components at the specified DES sites. Bidders may submit bids for one lot, any combination of lots, or all three lots. Each lot constitutes a separate contract. Award will be based on the best economic combination and compliance with qualification criteria.
Eligible bidders must comply with the World Bank Procurement Regulations for IPF Borrowers, Fifth Edition, September 2023. Bidders should have relevant experience and meet the bid security requirements specified for each lot: PKR 5,000,000 for Lots 1 and 3, and PKR 2,500,000 for Lot 2.
Key dates include a pre-bid meeting on 31st August 2026 at 11:30 AM at FBR House, Constitution Avenue, Islamabad, with virtual participation available. The bid submission deadline is 6th October 2026 at 11:30 AM (Pakistan Standard Time). Bids must be delivered physically; electronic bidding is not permitted.
Bidders are advised to carefully review the bidding documents available for free download at www.fbr.gov.pk/tenders or collect a hard copy from the Procurement Specialist's office during working hours. Bid security must accompany each bid as per the bidding document.
A practical tip for bidders is to ensure timely submission of bids well before the deadline and to attend the pre-bid meeting to clarify any technical or procedural queries, which can improve bid competitiveness and compliance.
