Procurement with Installation, Testing & Commissioning of Automatic Fire Detector System (AFDS) for PAA Medical Centre JIAP Karachi

The Pakistan Airports Authority (PAA) invites sealed bids for the procurement with installation, testing, and commissioning of an Automatic Fire Detector System (AFDS) for the PAA Medical Centre at Jinnah International Airport, Karachi. This procurement is under reference number HQPAA/1992/378/XXLN and will be conducted through a Single Stage Two Envelope procedure on the e-Pak Acquisition and Disposal System (EPADS) v2.0 portal. The scope includes supply, installation, commissioning, testing, and site acceptance testing (SAT) of the AFDS. Items being procured: - Automatic Fire Detector System (AFDS) (Quantity: 1 system) The technical specifications and compliance sheets are detailed in the bidding documents. Bidders must be registered with valid NTN and appear on the Active Taxpayer List (ATL) of FBR for sales and income tax. Joint ventures or consortiums are not allowed. Bid security in the form of a bank draft, pay order, or bank guarantee is mandatory and must be submitted physically before the bid submission deadline. The bid validity period is 90 days. The successful bidder will be required to furnish a performance guarantee equal to 10% of the contract price. Bids must be submitted electronically via EPADS v2.0 by Wednesday, October 14, 2026, at 11:00 AM. Technical bids will be opened the same day at 11:30 AM. Manual submissions will not be entertained. The procuring agency reserves the right to reject any or all bids as per PPRA rules. The contract will be awarded to the most advantageous bidder based on least cost selection after technical evaluation. Bidders are advised to carefully review all terms and conditions, including the requirement for OEM authorization letters if applicable, and to ensure compliance with all bidding instructions.
