Tender Description
Pakistan Revenue Automation Pvt Limited (PRAL) Islamabad Capital Territory is procuring a 30-KVA high-efficiency 3-phase double conversion online UPS system. This procurement covers supply, installation, commissioning, and testing of the UPS with batteries and allied accessories including distribution board (DB), breakers, and cables. The UPS must provide a 30-minute backup time at half load and be from an internationally recognized OEM with at least 20 years of experience in manufacturing enterprise-grade online double conversion UPS systems.
Items being procured:
- 30-KVA high-efficiency 3-phase double conversion online UPS
- VRLA/Dry Sealed Maintenance Free batteries with redundant and concurrently maintainable battery strings
- External battery bank cabinet with OEM-recommended accessories
- Distribution board, breakers, and cables as per site requirements
The technical scope includes a monolithic architecture UPS with input voltage 380-415V AC, input frequency auto-sensing 45-65 Hz, output voltage tolerance +/-1.5%, overload capacity up to 150% for short durations, efficiency between 92-96%, generator compatibility, and comprehensive monitoring and protection features. The UPS must have a user-friendly LCD display, alarms for various fault conditions, communication via SNMP/Modbus cards, and meet international standards including IEC and CE certifications. A prior site survey is required to finalize DB and cable specifications.
Eligibility requires FBR registration, active taxpayer status, and no blacklisting. PEC category is not specified but experience in similar UPS supply and installation is evaluated. The bid security must be submitted as per PPRA rules. The delivery timeline is 8 to 10 weeks from purchase order issuance. Bids must be submitted online via EPADS v2.0 by July 31, 2026, 11:00 AM. Technical and financial bids will be opened on the same day at 11:30 AM.
A practical tip for bidders: Conduct a thorough site survey before bidding to accurately assess DB, breaker capacities, and cable lengths. This will ensure compliance with technical specifications and avoid post-award modifications. Also, ensure timely submission of bid security in physical form to avoid disqualification.
This tender offers an excellent opportunity for qualified suppliers to provide a critical power backup solution to a federal agency with stringent technical and service requirements. Bidders should prepare comprehensive technical documentation and demonstrate proven experience in similar projects to meet the evaluation criteria.
