Procurement of Insulated Bucket Mounted Utility Vehicles

The Islamabad Electric Supply Company (IESCO) is inviting sealed bids for the procurement of Insulated Bucket Mounted Utility Vehicles under tender reference P69359. This procurement is planned for the financial year 2026-27 and aims to enhance the operational capabilities of IESCO in Islamabad Capital Territory. The procurement will be conducted through the National Single Stage-Two Envelope bidding procedure using the Least Cost Based Selection (LCBS) technique in accordance with Public Procurement Rules, 2004. Items being procured: - Insulated Bucket Mounted Utility Vehicles (Quantity: 5 units) The vehicles must comply with NTDC Specifications DDS-11:2023 (amended to date) and international standards IEC-61057 or ANSI/SAIA A92.2-2015 along with BS EN 280 for design and stability. Delivery schedule requires full quantity within 150 days from issuance of purchase order if the bidder possesses valid prototype approval, or within 240 days if not. Eligible bidders must be registered and meet criteria including minimum three years manufacturing experience, financial capacity with average annual turnover of PKR 150 million, and net financial resources of PKR 50 million. Bid security in the form of Call at Deposit or Bank Guarantee is mandatory. Bids must be submitted electronically via EPADS v2.0 portal before the deadline of Monday, August 31, 2026 at 10:30 AM. Manual submissions will not be accepted. Technical evaluation will be based on full compliance with specifications and eligibility criteria. The successful bidder will be required to provide a performance guarantee of 5% of contract price. Inspection of goods will be conducted at manufacturer premises jointly by IESCO and PPMC officials. Warranty period is five years with free maintenance and spare parts for two years.
