Tender Description

The Directorate General of Immigration and Passports (DGIP), Ministry of Interior, Government of Pakistan, Islamabad, invites sealed and electronic bids from eligible, reputable, and authorized firms for the procurement of IT hardware, software, database solutions, network infrastructure, and related equipment and services. This procurement is specifically for the DGIP headquarters located in Mauve Area, Sector G-8/1, Islamabad, and its associated offices and sites. The technical scope includes supply and installation of IT hardware, software packages, database management systems, and network infrastructure components as detailed in the bidding documents. The procurement covers a comprehensive IT solution to support the Directorate’s operations for the financial year 2026-27. Interested bidders should carefully review the Annexure-I for detailed scope of work and technical specifications. Eligibility criteria require bidders to be registered with the Federal Board of Revenue (FBR) and the relevant Provincial Revenue Authority for Income Tax and Sales Tax, where applicable. Bidders must also appear on the Active Taxpayers List (ATL) for both taxes. The procurement will follow the Single Stage Two Envelope procedure as per PPRA Rules, 2004. Bid security equivalent to 2% of the estimated cost for each lot must be submitted in the form of a Bank Guarantee, Banker’s Cheque, Pay Order, or Bank Draft issued by a scheduled bank in Pakistan. The deadline for submission of bids is 03:00 PM on 30 July 2026. Bids will be opened the same day at 03:30 PM in the Conference Room of DGIP HQ, Islamabad, in the presence of bidders or their authorized representatives. Bidders are advised to submit their original bid security and bid documents to the DGIP HQ before the deadline to avoid disqualification. A practical tip for bidders is to ensure that all bid security documents are original and valid for at least thirty days beyond the bid validity period. This will prevent bids from being declared non-responsive. Also, bidders should thoroughly check the technical specifications and scope of work in Annexure-I to prepare a compliant and competitive bid.
