The delivery period for the contract is six months after signing. The procurement follows the PPRA and Ministry of Defence Production (MoDP) rules with a Single Stage Two Envelope bidding procedure. Bidders must submit two separate envelopes: a Technical Proposal containing muted bid security and all relevant documents without prices, and a Financial Proposal with prices and bid security. Both envelopes must be sealed and submitted in one large envelope addressed to Lieutenant Colonel Muhammad Shuja Chaudhry, Assistant Director Procurement, SCM Directorate, Gate No 05, Heavy Industries Taxila.

A postal order of Rs 2000/- must be enclosed with the Technical Bid. Bid security is required in the form of CDR, Bank Draft, or Pay Order as per the instructions. Technical proposals will be evaluated first, and only technically accepted bids will have their financial proposals opened.
The contract includes warranty and performance bank guarantees, compliance with technical specifications, and adherence to delivery schedules. The purchaser reserves the right to accept or reject any or all bids without assigning reasons. Bidders are advised to carefully review all terms and conditions, including the Official Secret Act and non-disclosure agreements.
