Procurement of Janitorial Services for SMEDA Khyber Pakhtunkhwa Office (FY 2026-27)

The Small and Medium Enterprises Development Authority (SMEDA) invites bids for the procurement of janitorial services for its Khyber Pakhtunkhwa regional office located at Ground Floor, State Life Building, the Mall Rd Peshawar Cantt., Peshawar. This procurement is planned for the financial year 2026-27 with an estimated cost of Rs. 2.5 Million. The contract duration is for 12 months starting from October 15, 2026, with services required on all working days and Saturdays as needed from 08:00 a.m. to 05:00 p.m. Items being procured: - Janitorial services including sweeping, mopping, cleaning windows, furniture, fixtures, garbage collection, cobweb removal, fumigation, and washroom maintenance - Indoor support services such as preparation and serving of tea and beverages, kitchen maintenance, serving lunch/refreshments, and assistance with internal file and mail movement - Outdoor and miscellaneous petty services as required by office management - Provision of 3 janitorial staff: one supervisor and two office boys, with the supervisor receiving higher wages The scope includes compliance with prevailing labor laws, provision of uniforms, shoes, identification cards, and personal protective equipment for all staff. Waste management will follow the Procuring Agency's SOPs. Cleaning consumables will be provided by SMEDA KPK office. The firm must ensure minimum wages as per provincial government notifications and provide medical certificates for staff. The Procuring Agency will facilitate smooth service provision, monitor performance, and make monthly payments upon invoice verification. Eligibility criteria include valid registration with government authorities, NTN, GST, KPRA registration, active taxpayer status, minimum 5 years experience, financial stability with average turnover of Rs. 3 million over last 3 years, no blacklisting, and experience serving at least 5 clients in government, banking, or private sectors. Bids must be submitted online via EPADS v2.0 by August 24, 2026, 12:00 PM. Manual submissions are not accepted. A practical tip for bidders: Ensure timely submission of the original bid security to the Procuring Agency's Lahore office as per instructions, as failure to submit will lead to disqualification. Also, register early on EPADS v2.0 to avoid last-minute technical issues.
