Tender Description

The Environment Protection & Climate Change Department through its Strategic Planning & Implementation Unit (SP&IU) invites sealed e-bids for the procurement of lab chemicals from firms registered with relevant registration authorities and tax departments. Joint Venture or Consortium participation is not allowed. This procurement is for the establishment of an Environmental Monitoring Center. Items being procured: - Procurement of Chemicals The procurement will be conducted through the Punjab E-Procurement System (E-P) only. Bidders must submit technical and financial bids electronically by or before 31st August 2026 at 11:00 AM, with bid opening scheduled for the same day at 11:30 AM. Bidders may attend the bid opening if they wish. A bid security of 2% of the estimated cost amounting to Rs. 180,000/- is required and must be submitted via the digital banking facility available in the Punjab E-Procurement System. The bid security must be in favor of the Project Director, Strategic Planning & Implementation Unit, Environment Protection & Climate Change Department. The bidding process follows a single stage two envelope procedure as per Rule 38 of Punjab PPRA Rules 2014 (amended). Incomplete or conditional bids and those without specified bid security will be rejected. The bid validity period is 120 days. The procuring agency reserves the right to reject any or all bids as per Rule 35 of the Punjab PPRA Rules 2014. Interested bidders should have valid registration with PEC if applicable, FBR/ATL registration, and relevant experience. Tender documents can be downloaded from the Punjab E-Procurement System website and Punjab Procurement Regulatory Authority website during office hours. Bidders are advised to carefully follow the submission instructions and ensure timely submission of bids to avoid disqualification. The bid security will be returned to unsuccessful bidders after contract signing with the successful bidder. The procuring agency is not responsible for any failure on part of firms to submit bids on e-bid or technical errors. One practical tip for bidders is to ensure all required documents and bid security are uploaded correctly on the Punjab E-Procurement System portal well before the deadline to avoid last-minute technical issues.
