Tender Description
The Infrastructure Development Authority of the Punjab (IDAP) invites sealed bids through EPADS v2.0 for the procurement of Laboratory Chemistry Equipment (Package No. 18, Lot-B) on DDP basis for the establishment of Federal Government Polyclinic (PGMI)-II at G-11/3, Islamabad. This procurement includes supply, installation, commissioning, and maintenance of the following items:
- Medium End Fully Automatic Random Access Chemistry Analyzer (Qty: 1)
- Semi-Automatic Chemistry Analyzer (Qty: 1)
- Electrolyte Analyzer (Qty: 1)
The equipment must meet detailed technical specifications including microprocessor control, user programmability, sample types, automatic calibration, and quality control features. The analyzers should be compatible with hospital information management systems and include consumables, reagents, calibrators, and controls for startup. The supplier must provide clinical and technical training at the installation site. Warranty includes a one-year guarantee with a post-warranty service contract for five years, including parts and consumables. The supplier must ensure availability of spare parts and consumables for at least ten years.
Bidders must be registered manufacturers or authorized agents, with valid NTN and tax registration. Joint ventures are allowed with a nominated lead member. Bids must be submitted online via EPADS v2.0 by 19 October 2026 at 16:00 PKT, with original bid security submitted physically before the deadline. Technical bids will be opened on the same day at 16:30 PKT. Evaluation will be based on technical compliance, financial soundness, experience, personnel capabilities, and equipment availability. The contract will be awarded to the lowest evaluated bidder meeting all criteria.
The delivery period is 90 days from the issuance of the letter of award, with installation and commissioning to be completed within 30 days of site handover. Payment terms include 90% payment upon delivery and inspection, and 10% upon installation and commissioning. Liquidated damages apply for late delivery at 0.1% per day up to 10% of contract value. Performance security of 10% of contract price is required. The procurement follows Public Procurement Rules 2004 and is subject to PPRA regulations.
Bidders are advised to carefully review the bidding documents, ensure compliance with all requirements, and submit complete bids through the EPADS portal. Original bid security and other required documents must be submitted timely to avoid disqualification.
