Tender Document
Tender Description
The China Pakistan Economic Corridor (CPEC) based in Islamabad is procuring a comprehensive range of laptops and office equipment to support its operations for the financial year 2025-26. This procurement includes high-end laptops, notebooks, photocopiers, scanners, DSLR cameras, desktop computers, external hard drives, camera stabilizers, printers, antivirus software, and MS Office licenses. The items are to be delivered primarily to the CPEC office located at the 5th Floor Science and Technology Building, Constitution Avenue, Islamabad.
The technical scope is detailed and demanding, requiring high-performance laptops with Intel Core processors, large RAM and SSD storage, and licensed Windows 11 Professional operating systems. Photocopiers and scanners must support high-speed, duplex, and network functionalities. The DSLR camera and gimbal stabilizer must meet professional-grade specifications. All equipment must be brand new, latest models, and supplied through authorized dealers with valid manufacturer authorization letters. Warranty of at least one year is mandatory, with optional extended warranty recommended.
Eligible bidders must be registered with FBR/ATL and possess relevant PEC categories if applicable. Joint ventures and consortiums are allowed with a maximum of two members. Bidders must be registered on the EPADS v2.0 platform and submit bids electronically. The bid security must be submitted as a pay order physically before the deadline. The evaluation will be based on Quality and Cost Based Selection (QCBS) with a technical passing mark of 28 out of 40.
The key submission deadline is Tuesday, May 5, 2026, at 12:00 PM, with bid opening scheduled the same day at 1:00 PM on EPADS v2.0. Manual submissions are not accepted. Bidders are advised to carefully review the detailed technical specifications and ensure compliance to avoid disqualification. One practical tip is to ensure timely registration and bid submission on EPADS v2.0, as late or manual submissions will be rejected outright. Also, prepare all required documents including bid security and manufacturer authorization letters well in advance to meet the strict deadlines.
This tender offers a significant opportunity for suppliers of IT and office equipment to engage with a high-profile government project with clear guidelines and transparent evaluation criteria. Bidders should leverage their experience and ensure full compliance with the Public Procurement Rules, 2004 and related regulations to maximize their chances of success.
