Tender Description
Pakistan LNG Limited (PLL) invites sealed bids from eligible and qualified bidders for the procurement of laptops under the contract reference P139206 for the financial year 2026-27. The procurement will be conducted through the National Single Stage-Two Envelope procedure using Quality and Cost Based Selection (QCBS) technique via the e-Pak Acquisition and Disposal System (EPADS) v2.0. Bidders must be registered on EPADS and submit their bids electronically by Monday, October 19, 2026, at 03:00 PM, with bid opening scheduled the same day at 03:30 PM.
Items being procured:
- 22 units of laptops with latest generation Intel Core Ultra 7 processors or equivalent
- Minimum 16GB LPDDR5x RAM
- 1TB PCIe NVMe SSD storage
- 14-inch OLED capacitive multi-touch display with 360-degree convertible design
- Integrated graphics supporting DirectX 12 or later
- Wi-Fi 7 and Bluetooth 6.0 or higher
- Gigabit Ethernet connectivity via integrated port or manufacturer-approved adapter
- Multiple USB ports including USB4/Thunderbolt support
- HDMI 2.0 or better output
- 5MP webcam with privacy shutter and biometric security features
- Minimum 6 hours battery backup with fast charging
- Genuine Windows 11 Pro 64-bit OS pre-installed or licensed
- 3-year local/international manufacturer warranty
- Brand new, factory sealed, silver color laptops with all standard accessories including active pen/stylus
The technical specifications demand premium business-class laptops suitable for professional enterprise use. Bidders must provide documentary evidence of eligibility, OEM authorization, and compliance with technical specifications. Bid security in the form of Pay Order or Demand Draft is required and must be submitted physically before the deadline at the specified address.
The procurement process emphasizes compliance with Public Procurement Rules, 2004, and bidders must ensure bid validity of 90 days. The contract will be awarded based on combined technical and financial evaluation with a 60% weightage on technical and 40% on financial criteria. Delivery and support presence in Islamabad/Rawalpindi will be scored higher.
Bidders are advised to carefully review the bidding documents available on EPADS and ensure timely submission of bids electronically. Manual submissions will not be entertained. The procuring agency reserves the right to reject all bids without liability. For any clarifications, bidders may use the EPADS platform before October 16, 2026.
A practical tip for bidders: Register early on EPADS v2.0 and upload all required documents to avoid last-minute technical issues. Ensure bid security is submitted physically on time to avoid disqualification.
This procurement is a significant opportunity for suppliers of high-end laptops to engage with Pakistan LNG Limited (PLL) in Islamabad.
