Procurement of Laptops for RISE Project by National Commission for Human Development

The National Commission for Human Development (NCHD) Islamabad invites sealed bids for the procurement of laptops under the RISE Project for the financial year 2026-27. This procurement is planned to be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 using the Single Stage-Two Envelope procedure with Least Cost Based Selection (LCBS) technique. Bidders must be registered on EPADS v2.0 and submit their bids electronically before the deadline of Monday, October 19, 2026 at 11:00 AM. Manual submissions will not be accepted. Items being procured: - Laptop Notebook computer (Quantity: 2 units) The laptops must meet detailed technical specifications including Intel® Core™ Ultra 5 Series 2 processor, 16 GB LP DDR5 RAM, 512 GB PCIe Gen4 NVMe SSD storage, 14" or above FHD anti-glare display, multiple USB ports, Realtek Wi-Fi 6 and Bluetooth 5.4, Windows 11 Pro OS, and a 65 W USB Type-C power adapter. The bidder must provide a valid manufacturer authorization letter and offer after-sale services for at least one year. Eligibility criteria include valid FBR registration, manufacturer authorization, non-blacklisting affidavit, and compliance with technical specifications. Bidders must submit a bid security in the form of a Pay Order as specified in the bidding documents. The technical and financial bids will be opened on EPADS v2.0 on October 19, 2026 at 11:30 AM. The contract will be awarded to the lowest evaluated responsive bidder. Bidders are advised to carefully review the bidding documents and ensure timely submission through EPADS.
