Procurement of Laser Jet Printers

The Islamabad Electric Supply Company (IESCO) Material Management department is inviting bids for the procurement of Laser Jet Printers under the contract reference P54941 for the financial year 2026-27. This procurement is specifically for the Regional Store Islamabad and requires delivery within 90 days from the issuance of the Purchase Order. The procurement process will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform, with a single stage-two envelope bidding procedure and Least Cost Based Selection (LCBS) technique. Items being procured: - Laser Jet Printers (Quantity: 220 units) The technical specifications for the Laser Jet Printers include a print speed of at least 40 pages per minute (A4), print quality of 1200 x 1200 dpi, minimum 256 MB RAM and 1 GHz or faster processor, monthly duty cycle of 70,000 pages or more, duplex printing capability, multipurpose tray with at least 100 sheets, standard input tray with at least 250 sheets, single-unit drum and toner with full toner cartridge (startup toner not acceptable), connectivity options including Hi-Speed USB 2.0 or higher, Gigabit Ethernet, and Wi-Fi-enabled printing. The package must include operational manuals, drivers, power and interface cables. A comprehensive 3-year parts and labor OEM warranty including replacement of defective parts and onsite technical support is mandatory. Eligible bidders must be registered with FBR and possess valid NTN and GST registrations. They should have completed at least two contracts of similar nature in the last three years, hold an authorized dealership or distribution certificate from the OEM, and demonstrate an average annual turnover of at least PKR 12 million over the last three years with net financial resources of at least PKR 8 million. Bidders must submit a bid security in the form of Pay Order, Call Deposit, or Bank Guarantee as specified. The bid submission deadline is Thursday, July 30, 2026, at 10:30 AM via EPADS v2.0. Manual submissions will not be accepted. Bids will be opened on the same day at 11:00 AM. The procuring agency reserves the right to increase or decrease the quantity by up to 15% at the time of award. The performance guarantee required is 5% of the contract price, valid for three years. Inspection of goods will be conducted at the supplier's premises in Pakistan by IESCO's inspection committee, with all related expenses borne by the supplier.
