Procurement of Legal Advisory Services on Retainership Basis by Independent System and Market Operator (ISMO) Islamabad

The Independent System and Market Operator (Guarantee) Limited (ISMO) Islamabad invites proposals for the procurement of Legal Advisory Services on Retainership Basis for the financial year 2026-27. This consultancy contract is for a period of twelve months with possible extension based on performance and mutual agreement. The services required include providing legal opinions on various laws including NEPRA Act, procurement laws, corporate laws, labor laws, and regulatory compliance. The consultant will also review and vet correspondence with regulators, prepare and negotiate legal documents, assist in statutory filings, attend board meetings, provide legal assistance in litigation and dispute resolution, and represent ISMO before regulatory and judicial forums. The primary location for service delivery is Islamabad, with possible travel to other cities as required. Items being procured: - Legal Advisory Services on Retainership Basis, 12 months duration The scope covers comprehensive legal advisory including contract administration, dispute resolution, regulatory representation, and compliance advisory. The consultant must have relevant experience in power sector legal matters, procurement advisory, and litigation. Eligibility requires registration with FBR, minimum 15 years of professional experience, and compliance with PEC and other statutory requirements. Bidders must submit proposals through EPADS v2.0 by the deadline of Tuesday, September 29, 2026 at 11:00 AM. Technical proposals will be evaluated on a 70% weightage and financial proposals on 30% weightage under Quality and Cost Based Selection (QCBS) method. Bid security or bid securing declaration is mandatory. Manual submissions are not accepted.
