Procurement of T-53 Lineman Safety Boots

The Material Management Directorate of Islamabad Electric Supply Company (IESCO) is inviting bids for the procurement of T-53 Lineman Safety Boots for the financial year 2026-27. This procurement is based in Islamabad Capital Territory and aims to supply high-quality safety boots to meet the operational needs of IESCO. Items being procured: - Lineman Safety Boots (quantity: 450000 pairs) The safety boots must comply with local and international standards and be as per the approved sample. Each item will be assigned a unique serial number permanently marked on the equipment to ensure traceability and authenticity. The serial number format includes the purchase order number, date, and item sequence number, ensuring clear visibility and durability throughout the service life. The procurement process follows the Least Cost Based Selection (LCBS) technique under the Public Procurement Rules, 2004. Eligible bidders must be registered with relevant authorities, including FBR and DISCOS/NTDC, and have a minimum average annual turnover of Rs. 10 million with net financial resources of Rs. 3 million. Bidders should have at least two years of manufacturing experience and one year of contractual supply experience. Technical bids must be submitted online via EPADS v2.0 by Tuesday, August 18, 2026, at 10:30 AM, with bid opening at 11:00 AM the same day. Manual submissions are not accepted. The bid security must be submitted physically to IESCO Headquarters, Sector G-7/4, Islamabad before the deadline. The successful bidder will be required to provide a performance guarantee of 5% of the contract price. Inspection and testing will be conducted at the manufacturer's premises by IESCO's Chief Engineer, including routine tests at the supplier's cost. Delivery must be completed within the stipulated period, with strict adherence to quality and specifications.
