Tender Description
The Trading Corporation of Pakistan (TCP) invites sealed bids for the procurement of 62,500 Metric Tons +/- 5% MOLSO of Long Grain White Rice (IRRI-6) 100% Broken Double Polished on CIF Free Out basis to Dakar, Senegal and Banjul, The Gambia. This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. The procurement is divided into two lots: Lot 1 for 12,500 MT +/-5% MOLSO of rice to be shipped to Banjul Port, The Gambia, via break bulk or containerized shipments; and Lot 2 for 50,000 MT +/-5% MOLSO of rice to be shipped to Dakar Port, Senegal, via break bulk shipments. The rice must be of Pakistan origin, latest crop, fit for human consumption, free from mould, fermentation, unpleasant odour, insect infestation, and meet strict quality parameters including 100% broken grains, max 0.5% red streaked and yellow grains, max 6% chalky grains, max 14% moisture content, max 0.5% foreign matter, and double polished. Packaging is required in new polypropylene woven bags of 50 kg net with specific stitching and marking requirements to be provided after award. The procurement will be conducted under Least Cost Based Selection (LCBS) with eligibility criteria including membership in the Rice Exporters Association of Pakistan (REAP), FBR registration, and experience in rice exports. Bidders must submit bids online via EPADS v2.0 by Tuesday, September 8, 2026 at 11:00 AM PKT. Manual bids will not be accepted. Bid security is required as per tender terms. The contract includes detailed inspection and quality assurance requirements, including pre-shipment inspection by a recognized agency, marine insurance, and compliance with phytosanitary certificates. Payment will be made through confirmed transferable or usance letters of credit at sight, 30 days, or 60 days as per bid options.
