Procurement of LT Steel Structure 30.8"

The Hyderabad Electric Supply Company (HESCO) invites sealed bids from eligible and qualified bidders for the procurement of LT Steel Structure 30.8" poles under Tender No. 1963/26, reference P91780, for delivery at Regional Store HESCO Hyderabad, Jamshoro, and Nawabshah. This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform using the Single Stage One Envelope method with Least Cost Based Selection (LCBS). Items being procured: - LT Steel Structure 30.8" Utility Poles, Quantity: 4200 units The poles must comply with WAPDA/PPMC/NTDC standard Specification No. DDS-78:2008 (amended to date). The delivery period is 90 days from the date of purchase order issuance. Bidders must be registered with HESCO/DISCOs/NTDC/PPMC/WAPDA in the relevant category and provide evidence of at least one similar purchase order completed satisfactorily within the last 5 years. Bid security in the form of Pay Order, Call Deposit, Bank Guarantee, or Demand Draft is mandatory and must be submitted physically before the bid closing date. Bids must be submitted online via EPADS v2.0 by Tuesday, September 15, 2026, 11:00 AM. Manual submissions will not be accepted. Technical and financial bids will be opened on the same day at 11:30 AM. The bid validity period is 120 days. Performance security of 5% of the contract price is required upon award. Inspection and quality control will be conducted by Chief Engineer (MI) PPMC Lahore and HESCO representatives. Partial deliveries and payments are allowed. Bidders should ensure compliance with all technical specifications, provide no deviation certificates, and submit all required documentation including tax registration and no blacklisting certificates.
