Tender Description
The District Health Office under the Ministry of National Health Services Regulations and Coordination in Islamabad Capital Territory is inviting bids for the procurement of machinery and equipment. This tender covers a wide range of medical and office equipment including Raman analyzers, handheld NIR instruments, OT lights, computers, printers, scanners, internet devices, CCTV cameras, UPS systems, intercoms, multimedia projectors, laptops, vaccine carriers, servers, and data loggers. The procurement is planned for the financial year 2025-26 and aims to enhance the operational capacity of the health office in Islamabad.
The scope includes supply, installation, testing, commissioning, and maintenance of the listed equipment. The items must meet specified technical standards such as CE/FDA/MHLW certifications and warranties ranging from one to two years. The procurement process will be conducted through the e-Pak Acquisition and Disposal System (EPADS) using a National Single Stage-Two Envelope method with Least Cost Based Selection (LCBS). Bidders must be registered on EPADS and submit their bids electronically by the deadline.
Bidders should ensure compliance with PEC categories and maintain an active status on the Federal Board of Revenue's Active Taxpayer List (ATL). The tender requires submission of bid security in the form of a Call Deposit Receipt (CDR) and adherence to all legal and financial documentation including NTN and GST certificates. The bid validity period is 125 days, and the successful bidder will be required to furnish a 5% performance guarantee.
The submission deadline is set for 10:00 AM on Monday, 16th March 2026, with bid opening scheduled at 10:30 AM the same day via EPADS. Physical submission of bid security is required at Sector G-9 Markaz, Islamabad. Interested bidders should carefully review the bidding documents and ensure all eligibility criteria and technical specifications are met.
Pro-Tip: Make sure to register on EPADS well before the deadline and verify that your bid security is submitted both electronically and physically as per instructions. Missing the physical submission of bid security is a common cause for disqualification. Also, check the detailed technical specifications and warranty requirements to avoid rejection on technical grounds.
