Tender Description
Pakistan State Oil Company Limited (PSO) is inviting quotations for the procurement of Master Meters for its Multan and Quetta Aviation Stations. This procurement is critical for accurate fuel measurement and management at these aviation facilities. The department requires high precision meters compatible with JET A-1 fuel to ensure operational efficiency and compliance with aviation standards.
Items being procured:
- Master P.D Meter for Multan Aviation Station (Qty: 1 EA)
- Master P.D Meter for Quetta Aviation Station (Qty: 1 EA)
The technical specifications include positive displacement bulk meters with mechanical registers, capable of measuring flow rates from low flow 420 LPM or lower to high flow 3800 LPM or higher, with an accuracy of ±0.1% or better and repeatability of 0.02% or better. The meters must operate within a temperature range of -10°C to +70°C and withstand a maximum working pressure of 150 psi. Accessories include double inlet/outlet connections with aviation couplings, isolating valves, air eliminators, pressure relief valves, pressure and temperature gauges with calibration certificates, manual drain valves, bonding reels, and aluminum or stainless steel piping. The assembly must be mounted on a trolley with 360-degree pivoting heavy-duty wheels.
Spare parts required are two repair kits for valves, a repair kit for rubber seals, and standard tools. The supplier must provide all standard documents including calibration certificates, OEM manuals, parts catalogues, and warranty information. Delivery is to be made at Multan and Quetta Airports within 180 days of purchase order issuance.
Eligibility criteria include valid PEC registration, FBR/ATL compliance, and relevant experience in supplying aviation fuel measurement equipment. Earnest money of Rs. 250,000/- is required. The technical bid must include detailed technical literature highlighting the make and model.
The submission deadline is 11th August 2026 by 2:15 PM. Bidders should ensure all documents are complete and queries are addressed before submission. Delivery and acceptance will be supervised by PSO representatives at the respective stations.
