Tender Description
Sindh Integrated Emergency and Health Services (SIEHS) invites bids electronically through the EPADS portal for the procurement of Medical Oxygen Gases under a framework contract for the fiscal year 2026-2027. This procurement is based on a Single Stage One Envelope procedure and is open to eligible firms registered with federal or provincial tax authorities and listed on the FBR and SRB active taxpayers lists. The contract covers refilling and delivery of compressed medical oxygen cylinders of various sizes and pressures across multiple locations in Sindh, including Thatta, Sujawal, Sakro, Hyderabad, Karachi, and many others.
Items being procured:
- Refilling of compressed medical oxygen (24 CFT) cylinders at 1800 to 2000 PSI across 40+ locations with quantities ranging from 75 to 3150 cylinders per location
- Refilling of compressed medical oxygen (48 CFT) cylinders at 1800 to 2000 PSI across 40+ locations with quantities ranging from 150 to 3195 cylinders per location
- Oxygen cylinder valve replacement
- Cylinder maintenance and cleaning service
- Hydrostatic testing of cylinders including certification and tagging
The scope includes refilling SIEHS-owned cylinders, valve replacement only when technically necessary, hydrostatic pressure testing by authorized facilities, and maintaining detailed service records. Safety standards and proper handling during collection and delivery are mandatory. The contract is valid for one year with fixed rates and may be extended subject to satisfactory performance.
Bidders must submit a refundable bid security of PKR 875,604 and a non-refundable tender fee of PKR 3,000. Bids must be submitted via EPADS by 26th October 2026 at 11:30 AM, with bid opening at 12:00 PM the same day. Technical evaluation requires a minimum score of 70%, and financial evaluation will be conducted on the lowest evaluated responsive bids. Performance security of 5% of contract value is required from the successful bidder.
