Procurement of Medical, Surgical, Laboratory, IT, Furniture and Miscellaneous Items for District Health Officer Dir Lower

The District Health Officer Dir Lower invites sealed bids through the e-Pak Acquisition and Dispacal System (E-PAD) under National Competitive Bidding (NCB) for the financial year 2026-27. The procurement will follow the Single Stage One Envelope procedure in accordance with the Khyber Pakhtunkhwa Public Regulatory Authority (KPPRA) Procurement of Goods, Works and Services Rules 2014. Items being procured: - Local Purchase of Emergency Medicine - Surgical and Disposable Items - Vaccines and Biologicals - Laboratory and Blood Bank Reagents/Chemicals - Medical Cas and Allied Items - Furniture and Fintures - Electric and Plumbing Items - Contigency Items - Medical Instruments and Equipment - Information Technology Equipment - X-Ray Films - Stationery Items - Bidding and Clothing Items - ECG and Ultrasound Accories The scope covers procurement of medical, surgical, laboratory, IT, furniture, and related items for healthcare facilities under the District Health Officer Dir Lower. Bidders must be eligible manufacturers, distributors, suppliers, contractors, importers, authorized dealers, or sole agents. The contract rates shall remain valid until 30 June 2027 or until award of a subsequent contract. Bidding documents with detailed specifications and eligibility criteria are available from the District Health Officer office or downloadable from the E-PAD portal. Bids must be prepared on original letterhead, signed and stamped on each page, quoting rates in figures and words. Electronic bids are submitted via E-PADS, with a hard copy of the original Bid Security (CDR) delivered by Registered Post or GPO by 11:00 AM on 31-08-2026. Bids will be opened at 11:30 AM the same day in the presence of bidders or their authorized representatives. Valid proprietary or authorization certificates must be attached. All government taxes and duties apply. Bidders must be registered with E-PAD and the Federal Board of Revenue (FBR). Bid Security in Call Deposit Receipt (CDR) specifying each item must be uploaded on EPAD portal and original CDR submitted in sealed envelope. Form Serial Nos 1 to 3 bidders must possess a valid Cat-A Drug License. Separate bids are required for each item or service. The District Health Officer reserves the right to accept or reject any or all bids as per KPPRA rules.
