Tender Description
The Health Welfare Committee at Social Services Medical Centre (SSMC), Jinnah Post-Graduate Medical Centre (JPMC), Karachi, Government of Sindh, invites electronic bids through EPADS from eligible, qualified and duly licensed bidders for procurement and provision of medicines, drugs, surgical and disposable medical items, implants, and laboratory/diagnostic services. These supplies are intended for eligible poor and deserving patients out of the Zakat Fund for the financial year 2026-2027.
Items being procured:
- Medicines and drugs
- Surgical and disposable medical items
- Implants
- Laboratory and diagnostic services
The procurement will be conducted under the Single Stage One Envelope procedure in accordance with the Sindh Public Procurement Rules, 2010, as amended. Bidders must be financially capable retail chemists, medical stores, or pharmacies authorized to supply medicines and permitted medical/surgical/disposable items against authorized Zakat requisitions.
Key tender details include a bidding document fee of Rs. 2,000 (non-refundable), bid security of 4.5% of the bid price, and performance security of 5.5% of the contract price. The bid validity period is 90 days from the opening of the technical or financial bid, whichever is earlier. The contract period extends up to 30 June 2027.
The bidding document will be available on EPADS from 8th September 2026. The bid submission deadline is 24th September 2026 at 10:30 a.m., with bid opening scheduled for 24th September 2026 at 11:30 a.m. Both events will take place at the Committee Room, Office of Executive Director, 1st Floor, Admin Block, JPMC, Karachi.
Bidders are advised to carefully review the evaluation criteria and price schedule as prescribed. Earnest money and performance security must be furnished as per the Sindh Public Procurement Rules. Bidders should ensure timely submission through the EPADS portal to avoid disqualification.
A practical tip for bidders is to ensure their registration and licensing documents are up to date and to prepare their technical and financial bids meticulously to meet the evaluation criteria, as the award will be based on the highest evaluated responsive discount for MRP-based medicines and lowest evaluated responsive price for rate-based items. This tender offers a valuable opportunity for qualified suppliers to contribute to healthcare services for deserving patients in Karachi under the Zakat Fund.
