Procurement of Multi-Biometric T&A and Access Control Systems

The Pakistan Revenue Automation Pvt Limited in Islamabad Capital Territory invites sealed bids for the procurement of Multi-Biometric Time & Attendance (T&A) and Access Control systems under Tender No. P-66/2026. This procurement is planned for the financial year 2026-27 and aims to enhance security and attendance management through advanced biometric technology. Items being procured: - Multi-Biometric T&A and Access Control and Face-recognition Terminal with Door Lock (Quantity: 5 units) The technical specifications include a 7-inch capacitive IPS touch screen, 2 MP video lens with 720P video stream, noise suppression audio, wired and Wi-Fi network support, multiple interface options including RJ-45, RS-485, Wiegand, and USB, M1 card authentication, built-in access controller, and IP65 protective level. The devices operate in a temperature range from -30 °C to 60 °C and support multiple languages including English, Spanish, Arabic, and others. The successful bidder must provide a warranty and onsite support for three years, with faulty component replacement within three business days. Delivery is scheduled within 12 weeks from the date of award to NFC Building (Ex-RTO Islamabad), Mauv Area G9 Building, Islamabad. Eligibility criteria require bidders to be registered firms or companies with valid NTN and GST/PST registration, active taxpayer status, and not blacklisted by any government or autonomous body. OEM confirmation and valid partnership certificates are mandatory. Bids must be submitted electronically via the e-Pak Acquisition and Disposal System (EPADS) v2.0 by Tuesday, October 6, 2026, at 12:00 PM. The original bid security in the form of a Pay Order must be submitted physically to the specified address before the deadline. Bids will be opened on the same day at 12:30 PM through EPADS v2.0.
