Tender Description
The OLBS Project (Controller General of Accounts (CGA)) in Islamabad Capital Territory invites sealed bids for the procurement of Network Routers under contract reference P96286 for the financial year 2026-27. This procurement is planned to be executed through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform using the Single Stage One Envelope method with Least Cost Based Selection (LCBS) technique. Items being procured:
- Enterprise Modular Router (Catalyst C8300-1N1S-4T2X or equivalent) with 1RU rack-mount chassis
- Minimum 2 × 10G SFP+ and 4 × 1G RJ-45 integrated Layer 3 interfaces
- Minimum 1 × NIM, 1 × Service Module (SM), and C-NIM-8T 8 × 1G RJ-45 Layer 2/3 LAN/WAN installed in 1 × PIM expansion slot
- Minimum 8 GB DRAM (upgradeable to 32 GB) and 16 GB SSD
- Support for IPv4/IPv6, OSPF, BGP, IS-IS, MPLS, VRF, QoS, NAT, IPsec VPN, DMVPN, GRE, and SD-WAN
- Minimum 17 Gbps IPsec throughput (1400-byte packets)
- Dual hot-swappable redundant power supply support
- IOS XE or equivalent enterprise operating system
- Standard OEM warranty with 24×7 technical support
The technical scope includes delivery to the AGPR Data Centre, Sector G-8/4, Islamabad, with a delivery schedule of 56 days for 2 units. Bidders must supply brand-new routers; refurbished items are strictly prohibited. Valid OEM authorization and technical compliance sheets are mandatory. Bid security must be submitted in the form of a Pay Order physically before the deadline. Bids must be submitted online via EPADS v2.0 only; manual submissions will be disqualified. The bid opening will be conducted on EPADS v2.0 on September 9, 2026, at 11:30 AM. The procuring agency reserves the right to reject any or all bids. A practical tip for bidders is to ensure timely registration on EPADS v2.0 and to upload all required documents including the Certificate of Newness and Manufacturer Authorization Form to avoid disqualification. The submission deadline is strictly September 9, 2026, 11:00 AM, and late bids will not be accepted.
