Procurement of Next Generation Firewall for Pakistan Tobacco Board Peshawar

Pakistan Tobacco Board (PTB) invites qualified firms and suppliers for the procurement of a Next Generation Firewall to implement the E-office system via virtual private network at its regional offices in Peshawar. This procurement is aimed at enhancing network security with advanced firewall capabilities. Items being procured: - Next Generation Firewall (Qty 1) with comprehensive hardware and software features including ISO and security certifications, high throughput, VPN support, advanced threat prevention, URL filtering, user identification, authentication, mobility, host profiling, and management capabilities. The scope includes installation, configuration, and ongoing support services, with vendor responsibility for hardware/software installation, free replacement under warranty, 24x7 hotline support, and provision of drivers and support media. The firewall must meet detailed technical specifications such as Gartner Magic Quadrant leadership, multi-layered threat prevention, machine learning integration, advanced URL filtering, and multi-factor authentication support. Eligible bidders must have at least 10 years of experience supplying similar software to public or private sectors, be authorized OEM distributors or partners, provide notarized affidavits for warranty and non-blacklisting, hold valid tax registrations, and maintain multiple offices in Pakistan. Firms must demonstrate strong understanding of government processes and international standards. Key dates include delivery within 4 weeks of contract signing, installation/configuration within 6 weeks, and system testing within 7 weeks. Payment will be made in three installments linked to delivery, installation, and testing milestones. Bidders should submit technical and financial proposals under the Single Stage–Two Envelope Procedure. Technical evaluation carries 70% weight with a minimum qualifying score of 60%.
