Procurement of Pentavalent-10 Vaccines 2026-2027

The Federal Directorate of Immunization (FDI), Ministry of National Health Services, Regulations & Coordination, Government of Pakistan, Islamabad, invites sealed bids through EPADS v2.0 for the procurement of Pentavalent-10 (DPT-Hep B-Hib) vaccines for the financial year 2026-2027. This procurement is planned under the national immunization program to ensure timely supply of quality vaccines to support routine immunization efforts across Pakistan. Items being procured: - Pentavalent-10 (DPT-Hep B-Hib) vaccine vial of 10 doses, total quantity 16,159,708 doses to be delivered in three installments: 5,386,569 doses within 120 days, 5,386,569 doses within 150 days, and 5,386,570 doses within 180 days from the date of contract award. The vaccine must meet detailed technical specifications as per the National Regulatory Authority and WHO standards, including minimum antigen content, vaccine vial monitor (VVM) affixed on vials, shelf life of at least 24 months at +2 to +8°C, and compliance with GMP requirements. The vaccine must be WHO pre-qualified and registered with the Drugs Regulatory Authority of Pakistan. Suppliers must provide certificates of analysis, batch release certificates, and summary protocols for each lot. Eligibility criteria require bidders to be original manufacturers or authorized agents with valid WHO pre-qualification, DRAP registration, NTN and GST registration, and a clean record without blacklisting. Financial capability must be demonstrated with cumulative turnover equivalent to the estimated cost for the last two financial years. Bidders must submit samples for testing and comply with packaging and shipping guidelines per WHO. Bids will be evaluated on a Least Cost Based Selection (LCBS) basis with a technical evaluation threshold of 70 points out of 100, considering vaccine conformity, packaging, timely supply commitment, and WHO pre-qualification. Financial bids of technically qualified bidders will be opened publicly on EPADS. Bid security in the form of pay order, bank draft, call deposit, or bank guarantee is required and must be submitted physically before the bid submission deadline. Performance guarantee of 10% of contract price will be required from the successful bidder. The deadline for bid submission is Thursday, September 24, 2026, at 11:00 AM, with bid opening at 12:00 PM on the same day via EPADS. Manual bids will not be accepted.
