Tender Description
The Pakistan Maritime Security Agency (PMSA) Karachi invites qualified and experienced firms to submit bids for a comprehensive range of maintenance, procurement, repair, and fabrication works related to its fleet and project support services. This procurement covers multiple technical and service requirements for various PMSA ships including PMSS NUSRAT, PMSS KASHMIR, PMSS RAFAQAT, PMSS DASHT, and others, all based in Karachi.
Items being procured:
- Conduct of PMS routines for 4 Reduction Gear Boxes on PMSS NUSRAT
- Procurement/Fabrication of 2 Shell and Tube CPP Coolers for PMSS KASHMIR
- Supply of 8 Cutlass/Thordan Bearings and 10 sets of TG-75 Adhesive for PMSS NUSRAT
- Provision of end-to-end vehicle management and utility services for VMS Project
- Replacement of exhaust pipes lagging (insulation) for 2 main diesel engines on PMSS RAFAQAT
- Servicing and overhauling of main switch board on PMSS NUSRAT
- Overhauling of hydraulic steering system on PMSS NUSRAT
- Fabrication and installation of exhaust expansion bellow (distance piece) for Main Engine No 2 on PMSS DASHT
The scope includes detailed inspections, repair works, supply of genuine spares, fabrication, welding, and installation as per technical specifications and OEM standards. Firms must arrange special tools and external services as required and ensure quality workmanship with warranty and acceptance criteria including satisfactory running trials and HATs/SATs.
Eligibility criteria require firms to be NTN/GTN registered, have relevant experience in similar maritime or mechanical works, and be registered with FBR and PMSA where applicable. Earnest money in the form of a pay order (2% for registered firms, 5% for non-registered) must accompany bids. Technical and commercial proposals must be submitted in separate sealed envelopes under the Single Stage Two Envelope procedure.
Tender documents include detailed IT specifications and instructions for bidders. Tender fee and security deposit requirements apply. The submission deadline is 7 days after publication, with bids to be dropped in the tender box at the main gate of HQ PMSA Karachi. Late or incomplete bids will be rejected. Payment will be made through Controller of Naval Accounts Karachi after satisfactory completion.
Bidders are advised to carefully review all tender conditions and visit the site for inspection before quoting to avoid later discrepancies. Partial orders may be awarded. This is a valuable opportunity for firms with maritime engineering and maintenance expertise to engage with a premier federal agency. Ensure all documentation including NTN, GST/SST, and ATL registration is complete and accurate to avoid disqualification.
One practical tip: Visit the ships and project sites early to fully understand the technical scope and prepare a compliant technical proposal, as the technical evaluation precedes commercial opening and only responsive firms will qualify for financial evaluation.
