Tender Description

The National Database and Registration Authority (NADRA) Regional Head Office Multan (Estate Section) is procuring 9 private commercial lands for establishing NADRA offices across various cities in the Multan region including Kot Addu, Muzaffargarh, Sahiwal, Chichawatni, DG Khan, Taunsa, Rahim Yar Khan, Rajanpur, and Minchanabad. This procurement is specifically for private commercial or industrial land plots with a minimum area of 2 Kanal (10,890 Sq.ft) for most locations and 1 Kanal (5,445 Sq.ft) for Minchanabad. The lands must be situated in commercially declared and accessible areas near city centers or main roads with essential utilities such as electricity, sewerage, water supply, and gas available. The sites must be road level, free from encumbrances, litigation, flood risk, hazardous installations, and restricted or sensitive areas. Bidders must be lawful owners or authorized representatives and provide all mandatory ownership, approvals, tax clearance, and supporting documents as per the bidding documents. The procurement will follow a Single Stage-Two Envelope procedure with Least Cost Based Selection (LCBS) technique in line with Public Procurement Rules 2004. Technical evaluation will consider location, availability of utilities, commercial status, accessibility, bank proximity, road level, and potable groundwater. Only bids meeting mandatory requirements and scoring at least 75% in technical evaluation will proceed to financial evaluation. Bids must be submitted online via EPADS v2.0 by July 15, 2026, 10:00 AM, with manual submission of bid security to NADRA RHO, 221-A SRA Colony Multan. The tender emphasizes the importance of complete documentation including technical and financial proposals, ownership documents, tax clearances, and affidavits. A practical tip for bidders is to ensure all mandatory documents are properly indexed and submitted timely through EPADS to avoid disqualification. The procurement is funded by NADRA's own resources for the financial year 2026-27. This is a significant opportunity for landowners in the specified cities to participate in a transparent and competitive bidding process with clear evaluation criteria and strict compliance requirements.
