Tender Description
The Directorate of Procurement (Navy), Islamabad, invites sealed bids for the supply of PVMS Drugs as per the detailed schedule attached in the tender documents. This procurement is specifically for the Pakistan Navy Medical Supply Depot (PNMSD) and related naval medical facilities in Islamabad and Karachi. The tender covers a range of pharmaceutical items including Olanzapine 5mg and 10mg tablets, Lamotrigine 100mg tablets, and other medicines as per the PVMS list. The scope includes supply of medicines with a minimum shelf life of two years or 70% remaining shelf life at delivery, proper packaging, and compliance with national and international standards including cold chain requirements for temperature-sensitive items.
Eligible bidders must be original manufacturers, authorized distributors, or suppliers registered with the Federal Board of Revenue (FBR) and listed on the Active Taxpayers List (ATL). Firms must also be registered or willing to register with the Directorate General Defence Purchase (DGDP) and provide all relevant licenses such as DRAP license, GMP certificates, ISO certification, and valid NTN and GST certificates. Experience in supplying to government or military medical facilities is preferred. Earnest Money in the form of a Call Deposit Receipt (CDR) is mandatory, with amounts varying by firm registration status.
The tender follows a Single Stage - Two Envelope bidding procedure under PPRA Rule 36(b), requiring separate sealed technical and commercial offers. Technical offers must be submitted in duplicate and include all required documents such as technical specifications, compliance forms, and proof of Earnest Money. Commercial offers will only be opened for technically qualified firms. The deadline for submission is 5th May 2026 at 1030 hours at the Directorate of Procurement (Navy), Naval Residential Complex, Sector E-8, Islamabad. Bids will be opened the same day at 1100 hours.
A practical tip for bidders is to ensure strict compliance with the technical offer requirements, including proper marking and packaging of medicines, submission of all mandatory certificates, and clear indication of brand names and manufacturers. Non-compliance or incomplete documentation may lead to outright rejection. Early submission and confirmation of receipt with the procurement office is advised to avoid disqualification due to late delivery.
