Procurement of Racks, Containment System and Rack PDU for NDW Data Center Revamp Project

The National Database and Registration Authority (NADRA) Islamabad invites bids for the procurement of Racks, Containment System and Rack PDU under the ongoing NDW Data Center Revamp Project. This procurement is managed by the Deputy Director at NADRA located in the State Bank of Pakistan Building, Shahrah-i-Jamhuriat, G-5/2, Islamabad Capital Territory. The project involves supply, delivery, installation, commissioning, and handover of equipment within sixteen weeks from contract award. Items being procured: - 15 Server Racks complete with all allied accessories (Vertiv or equivalent) - 2 Network Racks complete with all allied accessories (Vertiv or equivalent) - 12 Three-phase Metered PDUs with all allied accessories (Vertiv, compatible with existing Vertiv DCIM integration) - 20 Single-phase Metered PDUs with all allied accessories (Vertiv, compatible with existing Vertiv DCIM integration) - 1 Hot Aisle Containment System and allied accessories (Vertiv or equivalent) - 300 1U and 2U toolless blanking panels for network and server racks (Vertiv or equivalent) - 30 2U Cable managers for network racks (Vertiv or equivalent) The scope includes supply, installation, testing, commissioning, and integration of seventeen IT racks, associated metered rack PDUs, and a Hot Aisle Containment solution. Seven racks will be installed in a newly established POD area and ten in existing data center rows. All PDUs must support integration with NADRA's existing Vertiv-based DCIM and smart power management systems without requiring additional gateways or licenses. The containment system will cover an approximate 10 ft x 10 ft footprint with fire-resistant ceiling panels, glass doors with locks and keys, and integrated LED lighting. The bidder must conduct a detailed site survey prior to bid submission to verify dimensions and installation requirements. No claims for site condition discrepancies will be entertained post-award. Eligibility requires valid FBR registration (NTN, GST, ATL), proof of affiliation with OEM/Principal related to data center products, and experience with at least three related data center installations in the last five years. PEC category and financial turnover requirements apply. Bidders must submit original bid security physically before the deadline and bids electronically via EPADS v2.0. The bid submission deadline is **August 20, 2026, 11:00 AM** with bid opening at 11:30 AM the same day on EPADS v2.0. The procurement method is National Single Stage-Two Envelope using Least Cost Based Selection (LCBS). The bid security must be submitted as per instructions, and the performance guarantee will be 5% of contract price.
