Tender Description
Heavy Industries Taxila (HIT) invites sealed bids from eligible manufacturers, authorized dealers, distributors, suppliers, or firms for the procurement of raw materials required for the manufacture of 71 ballistic protective helmets (BPHs). This procurement is conducted under the Supply Chain Management Directorate at HIT Taxila Cantt, Punjab. The tender follows the PPRA and Ministry of Defence Production (MoDP) rules and uses a Single Stage Two Envelope bidding method.

The technical scope includes supply of high-quality raw materials conforming to the specifications detailed in the tender documents, including aramid fabric, adhesives, paints, sandpapers, and other components necessary for helmet manufacture. The delivery period is 2 months after signing the contract, with destination at SPF, HIT Taxila.
Eligibility criteria require firms to possess valid National Tax Number (NTN), Sales Tax Registration (where applicable), and to comply with the eligibility conditions outlined in the Standard Bidding Document (SBD). Firms must submit audited financial reports for the last three years, bank statements, CNIC copies, and other relevant documents. Bid security in the form of a Call Deposit Receipt, Bank Draft, or Pay Order is mandatory.
The bid submission deadline is 07 September 2026 at 10:30 hours, with bid opening at 11:00 hours the same day at the Supply Chain Management Directorate, HIT Taxila. Bids must be submitted in sealed envelopes at Gate No 5, Heavy Industries Taxila, Taxila Cantt.
A practical tip for bidders: Ensure that all mandatory documents, including the postal order of Rs 2,000/- with the technical bid and the bid security as per instructions, are correctly attached to avoid disqualification. Also, carefully follow the two-envelope submission procedure to comply with the Single Stage Two Envelope method.
