Tender Description

Pakistan Revenue Automation Pvt Limited (PRAL) based in Islamabad Capital Territory is procuring Secure Sockets Layer (SSL) Certificates for Federal Board of Revenue (FBR) and PRAL websites domains and sub-domains. This procurement covers a total of 66 SSL certificates including DigiCert Basic OV, Secure Site Pro, Secure Site with EV, Code Signing with Keylocker, and SAN SSL certificates. The certificates are required for various domains such as paysys.fbr.gov.pk, adc.fbr.gov.pk, weboc.gov.pk, and multiple others for both FBR and PRAL. The delivery timeline mandates provision of SSL certificates 15 days before expiry of the existing certificates to ensure uninterrupted security coverage. The technical scope includes product compatibility, SSL type compliance, SAN quantities, domain coverage, delivery timelines, installation, and deployment support. Bidders must provide OEM authenticity and meet all mandatory specifications without partial compliance. Eligibility requires valid registration with FBR, active taxpayer status, and relevant experience in providing SSL certificates to public or private sector clients. A bid security of PKR 120,000 in the form of pay order or bank guarantee is mandatory. The tender follows a Least Cost Based Selection (LCBS) method. Bids must be submitted electronically via EPADS v2.0 by Thursday, June 18, 2026, 03:00 PM, with bid opening at 03:30 PM the same day. Manual submissions are not accepted. The original bid security must be physically submitted to PRAL's procurement cell in Islamabad before the deadline. A practical tip for bidders is to ensure timely registration on EPADS v2.0 and upload all required documents including scanned bid security well before the deadline. Late or incomplete submissions will be disqualified. Also, bidders should carefully review the detailed SSL certificate specifications and ensure full compliance to avoid rejection during technical evaluation. This tender offers a significant opportunity for suppliers specializing in cybersecurity certificates to engage with a reputable government entity and secure a contract for the 2026-27 financial year.
