Tender Description
The National Grid Company Pakistan Ltd. (NGC) is procuring technical grade SF6 gas for Asset Management North NGC Multan, specifically for delivery at C-type store, 500KV Grid Station NGC Muzaffargarh. This procurement involves supply of 4000 kg SF6 gas cylinders conforming to IEC 60376 standards. The SF6 gas is critical for electrical equipment insulation and arc quenching, with stringent purity and contaminant limits to ensure performance and environmental safety. The tender is issued by the Chief Engineer Asset Management North NGC Multan, located at GSO House, Sher Shah Road, Cantt. Multan.
The technical scope includes supply of SF6 gas cylinders with capacity of 50 kg each, meeting purity requirements above 98.5% for pure SF6 and 99.7% for SF6 in mixtures. Contaminants such as air, CF4, moisture, mineral oil, and total acidity are strictly limited as per IEC specifications. The supplier must ensure proper handling, storage, and transportation of SF6 gas to prevent environmental release, following IEC 62271-4 guidelines. Testing and inspection will be conducted by representatives of Chief Engineer Asset Management North NGC Multan, including checks for weight, purity, and dew point.
Eligibility criteria require bidders to be manufacturers or suppliers legally registered for at least five years, with authorized distribution rights and experience of at least two similar contracts in the last three years. Bidders must be active taxpayers on the Federal Board of Revenue's Active Taxpayers List and not blacklisted by any government or donor agency. Financial criteria include a minimum average annual turnover and cash flow of PKR 21.03 million. Bidders must submit audited financial statements for the last three years and provide performance records.
The tender follows a Single Stage Two Envelope procedure with bid submission through e-PADS portal. Original bid security of PKR 1,000,000 must be submitted in hard copy before the deadline. The pre-bid meeting is scheduled for 11 May 2026 at 11:00 AM at the Chief Engineer Asset Management North NGC Multan office. The bid submission deadline is 21 May 2026 at 11:00 AM, with technical bid opening at 11:30 AM the same day. Bids must be in English and comply with all tender requirements.
A practical tip for bidders is to ensure complete and accurate submission of all required documents, including manufacturer authorization, financial data, and technical specifications, as incomplete or ambiguous submissions may lead to rejection. Early site visits and thorough understanding of handling and delivery requirements at Muzaffargarh site will aid in preparing a responsive bid. Strict adherence to environmental and safety standards for SF6 gas handling is essential to meet contract obligations and avoid penalties.
