Procurement of Software and Hardware for National Semiconductor Human Resource Development Program (NSHRDP) Phase-I

The Pakistan Software Export Board (PSEB) Islamabad invites qualified bidders registered on EPADS v2.0 for the procurement of software and hardware under the National Semiconductor Human Resource Development Program (NSHRDP) Phase-I. This procurement is planned for FY 2026-27 and aims to cover eligible payments under the contract referenced P74779. Items being procured: - Software and Hardware for the National Semiconductor Human Resource Development Program The procurement follows a Single Stage Two Envelope procedure using Quality and Cost Based Selection (QCBS) technique in line with Public Procurement Rules, 2004. Performance Guarantee requirements have been reduced from 10% to 5%. Delivery timelines and locations have been updated. The number of SERC licenses has been reduced to 100 licenses. The final proposal submission deadline is extended to September 8, 2026, at 3:00 PM. Bidders must submit bids accompanied by Bid Security in the form of Pay Order or Bid Security Declaration as per the prescribed format. E-bidding documents with detailed terms, conditions, specifications, and requirements are available on the e-Pak Acquisition and Disposal System (EPADS) portal at https://epads.gov.pk/opportunities/federal/procurements/74779. Bids must be submitted through EPADS v2.0 by the deadline. Manual submissions will not be accepted. Vendors new to EPADS v2.0 can register via https://vendors.epads.gov.pk/. Grievance Redressal Committee (GRC) notifications and procurement updates are available on EPADS v2.0 and the Authority's website at http://www.ppra.org.pk.
