Tender Description
The Signal Workshops (Pakistan Railways) in Lahore invites bids for the procurement of solid state, mild steel, mechanical and engineering materials and consumables required for manufacturing shop made items for the Thar Rail Connectivity Project (TRCP). This procurement is planned for the financial year 2026-27 and aims to support the manufacturing needs of the TRCP by supplying a comprehensive range of materials and consumables.
Items being procured include a wide variety of mechanical and engineering materials such as ½'' Carbon-Free Hose for Induction Coil, Air filters, Ball Bearings, Belt Fasteners, Bench Vises, Borax, Brass Flat Bars, Break Linings, Carbide Rotary Files, Circular Saws, Copper Revit, Cutting Discs, Gas Regulators, Hydraulic Oils, MS Hexagon Bolts & Nuts, Safety Helmets, Welding Electrodes, and many more specialized items. The full list comprises over 1200 individual items with specified quantities and warranty periods, all to be delivered to the Signal Workshops in Lahore within 90 days.
The technical scope requires all goods to conform to the specifications and samples provided by the procuring agency. Bidders must be registered with the Federal Board of Revenue (FBR) and on the Active Taxpayers List (ATL). Bid security in the form of Pay Order, Banker's Cheque, or Call Deposit is mandatory. The procurement will follow the Least Cost Based Selection (LCBS) method under a Single Stage Two Envelope procedure.
Bids must be submitted electronically via the EPADS v2.0 portal by 11:30 AM on October 1, 2026, with the technical bids opened the same day at 12:00 PM. Manual submissions will not be accepted. The Works Manager at Signal Workshops, Lahore, is the contact point for bid security submission and clarifications.
A practical tip for bidders is to ensure timely registration on EPADS v2.0 and to carefully review all technical specifications and bid security requirements to avoid disqualification. Early preparation and submission of bid security in original form to the Works Manager's office is crucial for eligibility.
This procurement offers a significant opportunity for suppliers of industrial and engineering materials to contribute to a major national infrastructure project while complying with all regulatory and procedural requirements.
