Tender Description
This tender invites bids for the procurement of various spares required by the Pakistan Aeronautical Complex (PAC) located in Kamra, Punjab. The Ministry of Defence Production, through its Directorate of Central Procurement, seeks suppliers capable of delivering a wide range of components including oils, washers, hoses, circuit boards, bearings, seals, valves, and other mechanical and electrical parts essential for aircraft maintenance and operations. The scope covers over 500 line items, emphasizing quality and compliance with PAC specifications.
The procurement involves supplying spares that must be factory new, with at least 70% remaining life upon receipt. Packaging must ensure protection against damage during transit, with separate packing for each line item. Delivery is expected within 4 to 12 months after the opening of the Letter of Credit (LC). The site at Kamra presents logistical challenges requiring timely and secure delivery to maintain operational readiness of PAC's fleet.
Bidders should ensure compliance with PAC's requirements including valid PEC registration, active tax payer status with FBR, and adherence to the 2025-26 fiscal year regulations. Submission of a 10% Performance Bank Guarantee (PBG) and provision of OEM certificates are mandatory. The tender validity extends until 30 June 2026, and all bids must conform strictly to the technical and commercial conditions outlined in the bidding documents.
The submission deadline is before 10:30 AM on 10 March 2026, with technical bids opening at 11:00 AM the same day at the Directorate of Central Procurement, PAC Kamra, Attock. Bidders or their representatives may attend the opening upon prior notification. All bids must be submitted in sealed envelopes as per the single stage two envelope procedure.
Pro-Tip: Ensure your bid includes the original quotation from the foreign principal and the required Call Deposit Receipt (CDR) as Bid Security. Missing or incomplete documentation, especially the OEM certificate and agency agreement, often leads to disqualification. Double-check the tender documents for specific packaging and labeling instructions to avoid rejection at the consignee's end.
