Tender Description
The National Disaster Management Authority (NDMA) Islamabad invites prequalification applications for a Closed Framework Agreement for the procurement of Stationery, Miscellaneous and IT Items for the fiscal year 2026-27. This procurement is intended to ensure on-demand supply of a comprehensive range of items to NDMA's office located near ITP Office, Main Murree Road, Islamabad Capital Territory. Items being procured include a wide variety of stationery such as ball point pens (Piano, Uniball, Schneider, Pilot), box files (large and medium sizes), D-ring folders, binder clips of various sizes, imported printer/copier paper in multiple sizes and weights, colored paper, manager papers with and without logos, cardstock sheets, photo paper, hole punches, envelopes of various sizes and qualities, file covers and folders with NDMA logo, transparent files, correction pens, glue sticks, pencils, markers, highlighters, packing tapes, paper clips, post-it pads, draft pads, staplers and pins, registers, pencil sharpeners, calculators, erasers, file tags, paper cutters, stamp pads, scissors, rulers, envelope openers, notebooks, presentation stands, paper fasteners, spiral binding accessories, paper shredders, table sets, ceramic plates and cups, tea sets, stainless steel spoons and forks, trays, water jugs and glasses, thermos flasks, water dispensers, back rests, mirrors, tube rods, LED lighting equipment, electrical tools and accessories, plumbing fixtures, paints and brushes, cleaning supplies including soaps, detergents, dusters, towels, car wash towels, polishers, insect killers, hair brushes, tissue papers, toilet rolls, phenyl, surf detergent, brooms, dust bins, dinner sets, electrical circuit breakers, gas cylinders, fire extinguisher refilling, electrical plugs and sockets, capacitors, wires and cables, security lights, fire safety equipment, printer toners for various models, computer accessories including USB drives, laptop bags, power banks, cleaning kits, card readers, presentation pointers, batteries, solid state drives, RAM modules, HDDs, keyboards, mice, extension leads, cable reels, network cables, HDMI cables, telephone sets, IP phones, UPS units, TV boxes and sticks, and other related items. The procurement will be conducted through a Closed Framework Agreement for a period of 12 months, with supplies to be delivered on a need basis at the NDMA office in Islamabad. Eligibility criteria include valid NTN, STRN, non-blacklisting affidavit, no litigation affidavit, and at least 3 years relevant experience. Bidders must register and submit applications through the e-Pak Acquisition and Disposal System (EPADS) portal by the deadline of Tuesday, October 20, 2026 at 11:00 AM. Technical and financial bids will be evaluated on a Least Cost Based Selection (LCBS) basis. Manual submissions are not accepted. The successful bidders will enter into a Framework Agreement with fixed ceiling rates for the duration of the agreement. The NDMA reserves the right to place Call-off Orders as per operational requirements and budget availability. Bidders are advised to ensure availability of adequate manpower, logistics, and inventory at Islamabad/Rawalpindi premises to respond within one day of official request. One practical tip for bidders is to carefully review the detailed list of items and ensure capability to supply the full range of goods on demand, as partial or delayed supply may affect evaluation and future Call-off Orders.
