Procurement of Summer and Winter Uniforms for Boys and Girls at Govt Secondary School for the Blind Bahawalpur

The Principal of Govt Secondary School for the Blind Bahawalpur invites sealed bids for the procurement of uniforms for boys and girls (summer and winter) for the current financial year 2026-27. The procurement is intended for approximately 89 students enrolled at the institution. The estimated cost of the procurement is Rs. 1,300,000 (Rupees 1.3 million only). The procurement will be conducted under Punjab Procurement Rules 2014 & 2022 via e-PADS with a single stage two envelope procedure. Items being procured: - Uniform for Boys: Shirt (white color with new mono of Dept. on pocket), Pant (Malatia Gray), Belt (Black Color and Rexene / Leather), Black Shoes (quality at least equal to Bata or Service), Socks (Black Color), Vest/ Bunyan (White Color) & Tie (Navy Blue with Golden Strips), Jursy Navy Blue - Uniform for Girls: Qameez / Shirt (Navy Blue Color with new mono of Deptt: on pocket), Shalwar & Dupatta/sash (white color), Black Shoes (quality at least equal to Bata or Service), Socks (Black Color), Slip/ Shameez (White Color), Shawal & Jursy Maroon The procurement requires firms with established credentials in technical, financial, and managerial capabilities. Bidders must be registered with PPRA and relevant tax authorities including Income Tax, Sales Tax, Punjab Sales Tax, and PRA. Earnest money of Rs. 39,000 (3% of estimated cost) is required in the form of a Digital Bank Guarantee (E-Bank Guarantee) via banking app 1Link/Online Bank Transfer against the generated PSID. Bid security receipt must be uploaded before the opening time. Bids must be uploaded on e-PADS by 12-10-2026 at 11:00 am. Technical and financial bids will be opened on the same date and time in the presence of bidders or their authorized representatives. The procurement procedure is governed by Punjab Procurement Rules 2014 (amended up to 09-01-2023 & up to date). Uniform items must be supplied in form of packets tagged with student name and class under free delivery to consignee's end. A practical tip for bidders: Ensure your samples are submitted on the day of bid opening for lab testing and assessment by the procuring agency from NTU Faisalabad and BZU Multan, as delivery acceptance depends on passing this quality check.
