Procurement and supply of one (01) 800-liter Fuel Bowser (NADRA-HQ-RFB-105/2026)

The National Database and Registration Authority (NADRA) Islamabad invites sealed bids from eligible bidders for the procurement and supply of one (01) brand new 800-liter Fuel Bowser under tender number NADRA-HQ-RFB-105/2026. This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. The Fuel Bowser is a chassis-mounted mobile diesel fuel dispenser with a tank capacity of 800 liters, fabricated from high-quality mild steel or equivalent material, designed for safe transportation, storage, and dispensing of diesel fuel. The bowser includes a fully operational diesel fuel dispensing system comprising a fuel transfer pump, hose reel, dispensing hose, flow meter, drain valves, fuel filtration system, fuel level indicator, lockable filling points, venting arrangements, flexible connections, earthing provisions, and all necessary accessories for safe and efficient operation. The vehicle and fuel tank must comply with all relevant national road safety and petroleum handling regulations, and the supplier must provide documentary evidence of compliance, including tank fabrication inspection reports, fabrication drawings, vehicle registration documents, and certification. The scope of work includes delivery, testing, commissioning, and handover within six (06) months from the contract award date. Bidders must be registered with NADRA, possess valid NTN and GST registrations, be active on the FBR ATL list, and submit a bid security as specified. The evaluation will be based on Least Cost Based Selection (LCBS) with technical criteria including company registration period, relevant experience in fuel bowser supply and commissioning, and annual financial purchase orders. Bids must be submitted online via EPADS v2.0 by Monday, September 21, 2026, at 11:00 AM, with bid opening on the same day at 11:30 AM. Manual submissions are not accepted.
