Tender Description
The Material Management Directorate of Islamabad Electric Supply Company (IESCO) invites sealed bids for the procurement of the T-80 Secondary Injection Set under contract reference P115918 for the financial year 2026-27. This procurement is specifically for the supply of voltage and current meter calibrators to be delivered at the Regional Store in Rawalpindi. Items being procured:
- Secondary Injection Set (Voltage and current meter calibrator), Quantity: 2 units
The equipment must conform to relevant local and international standards and each unit shall bear a unique serial number permanently marked for identification. The serial number format is strictly defined to ensure traceability and must remain visible and unaltered throughout the equipment's service life. The procurement process follows the Least Cost Based Selection (LCBS) technique under a Single Stage Two Envelope procedure conducted via the EPADS v2.0 e-procurement portal. Bidders must be registered on EPADS and submit their bids electronically by the deadline.
Eligibility criteria include valid registration with FBR, DISCOS/NTDC, and compliance with WAPDA/NTDC specifications. Bidders must not be blacklisted or involved in litigation and should demonstrate relevant manufacturing and supply experience along with financial capacity. Bid security or bid securing declaration is mandatory. Inspection of goods will be conducted at the manufacturer's premises by IESCO's Chief Engineer (MM) and delivery must be completed within the stipulated timeframe. Performance guarantees and warranty obligations apply as per contract terms.
The bid submission deadline is Tuesday, September 29, 2026, at 10:30 AM, with bid opening at 11:00 AM on the same day via EPADS. Manual submissions are not accepted. Bidders are advised to carefully review the bidding documents and ensure compliance with all technical and administrative requirements. One practical tip for bidders is to ensure timely registration and familiarization with the EPADS v2.0 platform to avoid disqualification due to procedural non-compliance.
