Tender Description
The Quetta Electric Supply Company (QESCO) invites sealed bids from eligible and qualified suppliers for the procurement of T-2087 Paper (A4 & Legal) 80 Gm for the financial year 2026-27. This procurement is planned under contract reference P126847 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. The procurement follows the Single Stage One Envelope procedure with Least Cost Based Selection (LCBS) technique in accordance with Public Procurement Rules, 2004.
Items being procured:
- Paper Legal Size 80 Gm, quantity 1000 reams per month for 12 months
- Paper A4 Size 80 Gm, quantity 5000 reams per month for 12 months
The paper is to be delivered on FCS basis to Manager MIS, QESCO Headquarters, Zarghoon Road, Zarghoon, Quetta. Delivery schedule is within 1 to 60 days as per contract terms. The paper must meet the specified technical standards and specifications as amended to date.
Eligible bidders must be registered with relevant authorities including FBR and must have prior experience supplying similar items to WAPDA, DISCOs, or other government or multinational organizations. Bid security amounting to PKR 186,240 is required in the form of Pay Order, Call Deposit, Bank Guarantee, or Demand Draft. Bids must be submitted online via EPADS v2.0 by 10:30 AM on Thursday, October 15, 2026. Manual submissions will not be accepted.
Technical and financial bids will be opened on the same day at 11:00 AM through EPADS v2.0. Bidders are advised to carefully review the bidding documents and ensure compliance with all requirements including bid security submission and registration on EPADS. The Procuring Agency reserves the right to reject any or all bids without assigning any reason.
A practical tip for bidders: Ensure timely registration on EPADS v2.0 and upload all required documents well before the deadline to avoid disqualification. Also, submit the original bid security physically at QESCO HQ before the deadline as per instructions.
