Procurement of Td-20 Vaccines 2026-2027

The Federal Directorate of Immunization (FDI), Ministry of National Health Services, Regulations & Coordination, Government of Pakistan, Islamabad, invites sealed bids through EPADS v2.0 for the procurement of Td-20 vaccines for the financial year 2026-2027. This procurement is for the supply of Td vaccine, a diphtheria and tetanus toxoid vaccine for adults, adsorbed in vials of 20 doses. The vaccine contains purified tetanus and diphtheria toxoids with a reduced dose of diphtheria component, and must conform to WHO pre-qualified standards and be registered with the Drugs Control Organization, Government of Pakistan. The vaccine should be stored and transported between +2°C and +8°C, protected from light, and must not be frozen. The shelf life at delivery must be at least 36 months from manufacture, with not less than 60% remaining at arrival in Pakistan. Items being procured: - Td vaccine, 771,225 doses total - Delivery in three installments of 257,075 doses each within 120, 150, and 180 days from contract award The procurement follows a Single Stage Two Envelope procedure with Least Cost Based Selection (LCBS). Bidders must submit technical and financial bids separately on EPADS v2.0. Bid security in the form of Pay Order, Banker's Cheque, Call Deposit, Bank Guarantee, or Demand Draft is mandatory. The original bid security must be submitted physically before the bid submission deadline. Eligibility criteria include WHO pre-qualification, valid authorization from manufacturers, registration with Pakistan's drug authorities, valid NTN and GST registration, and no blacklisting. Financial capability must be demonstrated with tax returns for 2024-25 and 2025-26. The technical evaluation carries 100% weight with a minimum passing score of 70 points. Evaluation criteria include WHO pre-qualification, conformity to technical specifications, compliance with WHO packaging and shipping guidelines, and commitment to timely supply. Bids must be submitted by 11:00 AM on September 24, 2026, and technical bids will be opened the same day at 12:00 PM. Manual bids are not accepted. Payment will be made in Pakistani Rupees within 30 days of delivery and acceptance. Performance guarantee of 10% of contract price is required. Late delivery penalties apply at 0.3% per day of undelivered goods cost.
