Procurement of Therapeutic Goods, Laboratory Reagents & Insecticides (FY 2026–27)

The District Health Office (Ministry of National Health Services Regulations and Coordination (NHSR & C)) Islamabad Capital Territory invites sealed bids for the procurement of Therapeutic Goods, Laboratory Reagents & Insecticides for the fiscal year 2026–27. This procurement is planned under the financial year 2026-27 budget and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform using the Single Stage-Two Envelope method with Least Cost Based Selection (LCBS) technique. The technical scope requires all therapeutic goods to be clearly marked 'DISTRICT HEALTH OFFICE – NOT FOR SALE' on all packaging levels using durable, tamper-proof methods such as laser printing or indelible ink in compliance with the Drugs Act, 1976 and related rules. Medicines must have a minimum remaining shelf life of 75% at delivery. The delivery location is the District Health Office, Tarlai, Islamabad Capital Territory with a delivery period of 30 days for most items. Eligibility criteria include valid registration with FBR (NTN and GST), NADRA citizenship verification, valid distribution licenses or DML from DRAP, authorization letters from manufacturers, and compliance with blacklisting and quality standards. Bidders must submit bid security in the form of Call at Deposit and comply with all bidding document requirements. The bid submission deadline is Monday, August 31, 2026, at 11:00 AM via EPADS v2.0 only. Manual submissions are not accepted. Technical and financial bids will be opened on the same day at 11:30 AM. Bidders are advised to register on EPADS v2.0 early and ensure compliance with all documentation and bid security requirements to avoid disqualification.
