Tender Description
The National Grid Company Limited (NGC), formerly NTDC, based in Lahore, Punjab, is procuring a comprehensive range of Tools & Plants (T&P) and Measuring Instruments for the operation and maintenance of the ±660 KV HVDC Matiari-Lahore Transmission Line Project (Phase-I). This procurement is critical for ensuring the efficient upkeep and emergency response capabilities of the HVDC transmission infrastructure.
The technical scope includes a wide variety of specialized equipment such as drop-forged axes, motorized hand saws, heavy-duty hammers, circular pole saws, lightweight chainsaws, engineer shovels, high-strength foldable ladders, electrician tool kits, socket sets, torque wrenches, extension leads, explosion-proof lamps, portable torches, grounding sets, measuring tapes, vernier calipers, infrared thermometers, coating thickness meters, laser rangefinders, hygrometers, clamp-on multimeters, ground resistance meters, live line detectors, metal detectors, and binoculars. Each item is specified with detailed technical standards to meet the rigorous demands of HVDC line maintenance in diverse and challenging environments.
Eligible bidders must be manufacturers or suppliers legally established for at least five years, registered with SECP, and active on the Federal Board of Revenue's Active Taxpayers List. Experience requirements include successful completion of at least two similar supply contracts within the last ten years, supported by performance certificates. Joint ventures are permitted with a maximum of three members, and all members must meet qualification criteria collectively.
The tender follows a Single Stage Two Envelope bidding procedure under National Competitive Bidding. Bidders must purchase the bidding documents and submit their bids by 29th June 2026 at 11:00 am at the office of Manager (O&M) HVDC NGC North, 214 Westwood Society, Thokar Niaz Baig, Lahore. Technical bids will be opened publicly on the same day at 11:30 am. Bidders are advised to carefully prepare their technical and financial proposals, ensuring compliance with all documentation and submission requirements.
