Procurement of Track Spares for APC Rebuild Target

Heavy Industries Taxila, through its Supply Chain Management Directorate, invites sealed bids for the procurement of track spares for the APC Rebuild Target. This procurement is specifically for Taxila Cantt and requires eligible manufacturers, authorized dealers, distributors, or suppliers with valid National Tax Number (NTN) and Sales Tax Registration to participate. The procurement follows PPRA and Ministry of Defence Production rules. Items being procured: - Track Path Rubber (Re-Rubberization) Nos 6861 - Small Bush Insert Nos 13920 - Large Bush Insert Nos 27090 - Wheel Solid (steel) Nos 1260 - Track Pad (Re-Rubberization) Nos 4515 - Track Pad (New) Nos 4515 The technical scope includes supply of brand new, OEM-certified track spares conforming to approved drawings and specifications. The items will undergo visual, dimensional, material, fitment, and functional testing by the user factory. Delivery is required within 4 months after contract signing, with milestones linked to payment. The consignee is HRF, HIT Taxila. Eligibility criteria include valid registration with HIT or other government bodies, NTN, Sales Tax registration, audit reports for the last 3 financial years, bank statements, CNIC of CEO/Director, and a certificate of non-blacklisting. A postal order of Rs 2000/- must be enclosed with the technical bid. Bid security in the form of CDR, Bank Draft, or Pay Order is mandatory. Firms must submit technical and financial proposals in separate sealed envelopes. The bid submission deadline is 28 August 2026 at 10:30 hours, with bid opening at 11:00 hours the same day at the Supply Chain Management Directorate, HIT Taxila. Late submissions will not be entertained. The contract will be awarded on a least cost basis following technical evaluation. Performance Bank Guarantee of 5% of contract value is required upon award. A practical tip for bidders: Ensure all required documents including OEM certificates, agency agreements, and bid security are complete and attached as per instructions.
